Should i put thermal cement on my processor?

You don't need to give any more. (It would not hurt if you DID add some) Just do again with confidence.

Good luck and Happy Computing!
The Thermal stick or the Thermal Grease as we call it is fundamentally for ZIF processors ( Zero Insertion Force Processors). These Processors Have a Direct contact with the Heat sink..I would Suggest that you apply a Single veil every time you try to Move the processor and expose it to the Atmosphere..some of it tends to attain dried or Should i say frozen if it is too cold out side..Check if you own a ZIF processor( No pins on the Bottom)..Since it is AMD sempron..i would suggest Putting one layer of the Thermal Grease Before Placing the Heat sink.

The Thermal Grease act as a Uniform Contact Surface So that Efficient Heat transfer Takes Place. Please Have atleast one Layer of this Thermal Grease Before putting the Heat Sink surrounded by..
Well u can put small amount of the paste but if u own good cooling system and not sporting a heavyduty graphics card next u dont need to.
If near is still some on it that will be fine. I replaced two motherboards and reused the processors without accumulation any more thermal paste and they are running fine.
